This means a release build of the game has been created. They cannot add any new features to the game, which is exactly why it was rated. Now bugs, fixes and coding still has to be done, but the game is complete. The actual work that’s left is irrelevant. πŸ™‚

The game is not finished. A rating just means that the game has all of the features, items, and gameplay listed. Once rated, no more features, items, or gameplay can be added to the game. But a game can still be worked on and under development.

Infact Graham posted about this at the offical sims 3 forums.

SimGuruSemedi: A game getting rated by the ESRB does not mean that it’s finished, it just means that it’s feature locked.

We still have quite a bit of work left to do.

It’s also interesting that almost everything from the Seasons survey came true in this EP (ocean, festivals etc.). Whatever expansion pack comes next, it’s bound to be something from the survey and include everything that was mentioned in it.
