Ghosts were playable in base game for 3 using the Oh My Ghost! Opportunity after a Sim died.
From the wiki: Oh My Ghost! is a special opportunity that allows a Sim to resurrect someone who has died, creating a playable ghost.

I am working but I wish I could go. I will live vicariously, as always. I have a weird request. I have a wager and if you could say Whipza noobie, if you’re ever on camera, I want to prove to naysayers that Sim fan use Simlish in real life occasionally.
