Thing is, the two first content patches were released within the first two months after release. You don’t develop something as big as that in such a short time. They had to have started with them as soon as the game went gold, prior to release. And they can’t even have worked full-time on those patches in the last months, since they found the time to develop an entire Game Pack and almost an entire Expansion, along with multiple small patches and the christmas content DLC. It’s entirely impossible they started working on all of that when the feedback started to roll in.
That and EA’s CEO’s new direction for the company are pretty big indicators that these things could have just as likely happened with significantly less complaints, especially since the game sells well enough despite all of the complaints.

The Fiscal Year 2016 starts this April and ends next March. Delaying the expansion into the fiscal year 2016 basically means they had planned to release it this March and have now moved it back into April or May.

I’m pretty sure at this point they are well aware that a large portion of simmers want toddlers. 🙂

But that’s just my point: they’ve always intended to add new and old features based on the response from players. TS4 is a different beast, and as we’ve seen they can react and make updates, changes, or add new game play much easier than ever before. We were told this from the very beginning, and this is why TS4 has been the best Sims experience so far imo. it’s also why people should voice their opinion and chill.
