Penthouse is description rather than type. These are simply lots placed on decorative high building models with possiblity to put elevator, thus they can be both comunity and residental. It’s possible all default penthouses are builtas residental houses, but accordingto what creators said, you can change their type and make them even restaurant should that please you.

for the record i had a discussion with someone about how many lots would be in the expansion. now while it was hard to follow cause i didnt have control of the mouse. after watching the SimsFan apartment types video it looks like there is

apartments 23
base community lots 7 (base includes the penthouses i saw that i couldnt tell if they were community or residential)

Total lots in the EP 30.

for posterity i went threw all my posts and found my original predictions someone said i was off and i guess i was but in a good way. i also am not counting the festivals cause they are not “real” lots.

2 x 4 = 8 (4 pr bld) pretty sure the one in trailer is real and its not the one from here.
2 x 1 = 2 (1 pr bld)
3 x 2 = 6 (2 pr bld min)
total = 16 minimum residential “homes” + 6 community lots 22 MINIMUM lots in the expansion, i think its closer to 25-26 meaning 19-20 apartments

Willow Creek – 22 (including hidden
Oasis Springs – 22 (including hidden)
Windenburg – 27
Magnolia Promenade – 4
Newcrest – 15

OK, let’s make this clear because this translation is just so wrong. Here is original transcript in English:
