The places you can’t edit aren’t technically lots, but the public neighborhood area, the space around and in between lots; of course, in 3 you could edit that as well, in addition to placing down as many actual lots as you wanted.

Yeah, 4 is very disappointing.

You can make your own or download there are many churches on the Sims site that players make. Don’t know if you can put one on the lot you are talking about probably not because we are really limited to do anything in sim 4 it is all about control.
