In today’s Sims 4 Terrain Manipulation live stream, The Sims team announced that they are adding the ability for players to build with different foundation heights. They have added a new tool that allows you to pull up and push down the level of a block.
If you want to create the illusion of a lower level garage outside your home (cars are not confirmed), you’ll no longer have to use the same foundation height/level. Unfortunately at this time, split levels are not possible, but they did say it may come in the future.
