Game Guys have an interview up with Ryan Vaughan! Confirmed in this video, is that Pets will use their skills to make money, but no they do not have Jobs. Wild Horses running through your town is also confirmed, which means that Animals will Spawn. (Gonna need a Mod to control that)

As its title might suggest, The Sims 3 Pets adds domesticated animals to the world of The Sims 3. In addition to a new town in which players can have their sims reside, the game gives them access to dogs, cats, and horses. The equines are unique to the PC version and will not be found in the console version of the game.
Unlike the previous Pets expansion for EA’s The Sims franchise (The Sims 2 Pets), players will be able to both interact with and play as the various pets in town.
“You can actually get into the head of being one of these three new pets in the game,” explained Vaughan. “And actually play life as a dog, a cat, or even a horse.”
While no new careers will be added to the game, new pet-specific skill-sets will be. For example, Sims that ride their horses a lot will find gains in the horsemanship skill. With a high enough skill level, that sim can then take part in competitions in the town’s equestrian center to try to win prize money. While not an official job, players could simply consider this as being a freelance horse rider.
The expansion will also add a number of new items to the game — most of which are pet-related such as doghouses, cat trees, and items for a corrall.
While The Sims 3 Pets is currenly in its ‘pre-alpha’ development stage, Electronic Arts has the expansion slated for release on or around October 18th.
