A new teaser video shared on The Sims social media just confirmed what simmers had been wondering for a week, since For Rent Expansion Pack was first announced: Up to six units can be built per lot.
The video also confirms what the community blog had already said: Multi-family lots can be built in any world, not only Tomarang (the new world coming with the expansion).

The Sims 4 For Rent Expansion Pack comes out on December 7th.
Update: SimGuruNova confirmed on Twitter that each of these units in multi-family lots function like any other household in the game. She also shared a few more details about how these lots work.
hello, multi-unit building is one of my features! getting this level of freedom in the game for y'all has been a wild journey, to say the least. but I'm so happy with where we've landed. the possibilities are endless, I'm so excited for the community's creations 😌 https://t.co/qjuR0t4Z5M

up to 8 household members (sims, cats, horses, etc.) per unit, like any other household

A residential rental can be in basically any form you'd like it to be – apartments, townhomes, duplex, in-law cottage, rented out basement, etc. like they mentioned in the tweet. You could rent out multiple rooms in your house, designate which parts of your house are shared, etc.
