The process of this is quite simple. Once you have registered you Game on the Sims 3 site, within a few minutes the Pet Shop will appear in your Purchase History. From there, simply download. 
The Pet Shop has now been fixed!

You’d think it was that simple. But I keep getting a error message that tells me to check some log for the details. It’s very annoying. So I’m gonna wait & try again in the morning.
Yep, same thing is happening to me. Something is up with the item. Probably not ready for download yet.
They never can do anything right or ready?
The Log is in your Documents folder in the Sims3 folder. Mine said the same this. Mine said it was a Failed Download.
“Download manifest server error” Does not sound like anything I could of done. My Cookies are on..Origin is open- I hate it! and I logged in and registered my new Pets Game so it shows on “MyPage”. Origin still does not show the game… I did not see anywhere to sign in as it says on the Code Form that came with my new game. Good Luck
The Pet shop is avaliable earlier and I got it, but now seems not work while other simmers want to get it.No idea why.
Yeah, the pet shop isn’t working for me either. :p Mines just telling me to check a log or something. I sure hope it will be download-able soon!
Well… after several trial and errors I got my pet store downloaded.
First I installed pets, then updated to newest patch, closed out sims3 launcher and opened origin, updated origin to newest patch, opened sims3 through origin then when to sims webpage and downloaded.
It took about 10 minutes of me browsing forums before it actually downloaded.
I hope this helps others or that EA fixed the problem for us.

You have to place it in Edit Town (community lot tab). They have a special lot which is pre-set already. (however you can place it wherever you want)

How do I buy pets? I’d like to do it that way instead of creating them, but all I can find is the option to adopt a pet and they are all mixed/mutts. I see that you can buy a horse, but that’s it.
We cannot buy dogs and cats, we can only adopt them… Only horses are buyable and sellable.
I have also installed and re-installed the pet store but cannot find it in the game. Anyone else having issues?
Got it! tried again and finally found it under the lots tab
I bought the base Sims 3 Pets game through amazon download and it gave me the pet shop to download, I thought it was only a “limited” extra
so i got the limited edition, and i put in the code that Origin wanted me to put in and it didnt get me my petshop, it only gave me the costumes that went with the game. How can i download the petshop i should get for the limited edition
Every time I try to download the pet shop it opens the launcher and quickly downloads it saying that it’s installed even before I install it myself. Then when I go look it’s not there. I got all the objects like the door and window but not the actual shop itself :/

Hey, I’ve been having the same problem as all of you, so i just built my own little shop. Then went to the community objects under build mode when i was at my shop and placed the “Pet Store Register” in the store, now it doesnt matter if you have the actual store. Hope this helps!!!

I got the Sims 3 Pets Limited Edition, and it said you have to register you game first first with the serial code which is the Limited Edition code. I registered the game, and it said I will see the items with the Limited Edition in my purchase history. I went to the Purchase History on the site, then I downloaded it. The Loft Bed wasn’t there, neither was the big Dog House, or most importantly the Pet Shop, and the 10 extra animals. I can’t find the Pet Shop anywhere. It says its installed in the game launcher. But I can’t find it in the game. It’s been a day since I installed the items. Can you please tell what’s going on? Or how do I get it? Please help me.

Sims3.com > Store > My Account > Purchase History
I found the store and it does appear under my lots but when I click is on I am unable to place it. I have empty lots that are big enough to fit it. What should I do?
Go into Edit Town > World Editor > Place a new lot grid and set the community type to “Pet Store”.

I have already downloaded the pet store from the website, and it also shows in the game launcher. But i just cant find it in the game!! Help me please!!
It does not show at all at my purchase history. I asked for help from ea help and treating me like an idiot asking me the same question over and over again, until they can’t do something about my issue, they just cut me off the chat. Stupid Idiots!

hi i download it but when i want to install it tells me failed to install *i downloaded the last update 1.29.55
Followed all the directions given above. Still can’t find the pet store in community lot area. We were able to find the register this time tho. My question is, we bought Hidden Springs and instaled that so can you still have the pet store in other worlds as well as the one Pets came with??? We were able to place a new lot for the pet store but it just isnt there. Please Help!!

I registered my game yesterday, but it isn’t in my purchase history! I found out it has been happening lately too. I just hope they fix this issue soon because I tried EA help too, but they were thinking I didn’t even check my purchase history or something… (I even sent them a picture of my purchase history with no pet store!)
