Many Simmers have had issues downloading and/or installing store content since the last patch (or before). Well today SimGuruHydra has updated the sticky post letting simmers know the issues have been resolved.
The issue with Store downloads has been addressed and fixed.
Please go to your Purchase History from the TS3 Store page and re-download your purchased items.

Just a reminder to all simmers, make sure you always save and backup your store content. Purchase Histories have been known to triple or quadrupedal the items, causing you not to have access, and also if you ever need a re-install of your game, it’s much simpler to have your content saved. Here is some help with Saving & Backing up, if needed.
